Assessment & Prioritization Process
Modernization & Improvements (M&I) funding is allocated
annually and based on a priority ranking system. There is limited
funding available. Each eligible project will begin with a project
assessment to help determine the appropriate priority ranking. A
project technologist will perform a site visit to help
define the project scope, budget, and schedule. For projects
requiring specialized skill sets, a consultant may be required to
assist with the assessment.
Eight factors are considered to help determine the priority
ranking for each project:
-
Life Safety Risk
-
External Influences
-
Portfolio Plan
-
Service Life Remaining
-
Service Plan Target
-
Business Case
-
Length of Prior Deferral
-
Aesthetics
Once a project has been assessed and it's priority ranking
determined, it will be entered into the Provincial Priorization
database. This database provides a consolidated listing of
prioritized capital needs and is one of the critical factors used
in the allocation process.
Provincial Capital Planning Process
M&I funding is part of the Provincial Capital Planning
Process. This process was developed by BC Housing to
ensure a consistent application of project development and
management principles across the province. Check out
the
Capital Planning
Process
