BRITISH COLUMBIA HOUSING MANAGEMENT COMMISSION
NOTICE OF INTENT TO DIRECT AWARD

Notice is hereby given by British Columbia Housing Management Commission (“BC Housing”) of its intent to contract with Greater Victoria Rental Development Society (the “Society”) to conduct affordable rental housing for the Burnside – Gorge Neighbourhood, Victoria.
BC Housing has received an unsolicited proposal from the Society, requesting interim construction financing and a CMHC insured mortgage of approximately $10,000,000. This mortgage will facilitate the construction of 52 units of affordable rental housing. The Society will own and operate the housing. There is no subsidy from BC Housing associated with the project.
BC Housing has decided to accept the unsolicited proposal from the Society as the project:
• Is aligned with BC Housing’s mandate and mission,
• Addresses a lack of affordable rental housing in Victoria,
• Provides 52 units of affordable rental housing,
• Meets BC Housing’s lending criteria,
• Demonstrates value for money
• Will be operated by an experience housing provider,
• Includes an equity contribution from the Society,
• Will commence occupancy by August 2011
• Does not require any subsidy from BC Housing.
Interested parties wishing to object to this direct award should submit, in writing, reasons for objection by 2:00 pm (local time) on or before September 13, 2010 to Sy Mishra, Procurement Manager, Supply Chain and Contract Service by email at purchasing@bchousing.org .
In order to be valid, submitted objections to this direct award should include an alternative proposal that demonstrates: qualifications, experience and ability to deliver the above criteria for the same or better price within the timeframe.
Other key proposal criteria that will be assessed include:
• Compliance with BC Housing lending criteria,
• Alignment with BC Housing’s mandate and mission
• Demonstrated need
• Role of Non-Profit Housing Society.
If justified, a meeting with BC Housing representative and interested parties will be called to discuss the decision and to receive vendor representation regarding this contract.
