are consistent with the objective of the Housing Endowment Fund, i.e. "To encourage new ideas and support innovative solutions that meet the diverse housing needs of British Columbians";
identify a housing need that is not adequately served through existing programs and services, and a solution that will be effective in helping to alleviate that need;
are cost effective, sustainable and provide good value for monies expended;
are reasonable considering the amount of funds available from the Housing Endowment Fund; and
are sustainable without ongoing operating funding from the Housing Endowment Fund.

The fund supports initiatives that:

have the potential to be replicated elsewhere in the Province of B.C.;
are consistent with Housing Matters BC , the province's housing strategy to help those most in need;
are environmentally sustainable or "green";
have results that may be achieved quickly;
have low risk of delays or cost overruns;
address the needs of households with low to moderate incomes;
support other government objectives;
involve logical partnerships; and
have significant financial contributions from others, such as local government, government agencies, private and non-profit sectors, and community organizations.
