How ILBC is delivered
This section describes how the Independent Living BC (ILBC)
program is delivered and how the partnerships work together.
Partners
Independent Living BC is a housing and health partnership between BC Housing, Canada Mortgage and Housing Corporation (CMHC), the five regional health authorities in British Columbia, non-profit and private housing providers.. BC Housing BC Housing is the provincial crown agency responsible for subsidized housing in B.C. We facilitate Independent Living BC (ILBC). We work with private and non-profit housing providers to provide interim construction financing and to ensure the construction of new ILBC developments meet ILBC guidelines for assisted living. After a development is built, we provide ongoing operating subsidies or rent supplements to the housing provider to maintain the affordability of the apartments. Canada Mortgage and Housing Corporation (CMHC) CMHC provides capital funding towards the construction costs of non-profit assisted living developments under the Canada-British Columbia Affordable Housing Agreement .
Regional Health Authorities
Health authorities assess and refer residents to non-profit and private housing providers who operate ILBC assisted living developments. As well, health authorities deliver or fund personal care services for ILBC residents and top up hospitality costs not covered by residents’ rent contributions. Non-Profit Societies and Private Operators Non-profit and private housing providers own and manage assisted living developments. In most cases, BC Housing signs an operating agreement with each non-profit and private housing provider. We provide a monthly operating subsidy for non-profit societies, or monthly rent supplement for each subsidized ILBC client living in a private operator-managed assisted living development. |
