The Province, the City of Nanaimo and the Board of Education of School District No. 68 have signed a new agreement to identify opportunities for housing, recreation and educational facilities on three adjacent parcels of publicly owned land at 502 and 505 Howard Ave., and 564 Fifth St.
About the Project
The Master Plan Process will design the lands to become an inclusive, healthy, and caring community by seamlessly integrating housing with a variety of compatible community uses. The aim is to transform lives by creating a welcoming community space that supports social inclusion and connections through potential opportunities for education, recreation and employment for those living on the lands and the wider community.
Shared priorities for the properties include:
- new affordable rental housing;
- a new location for the learning alternative school program;
- the integration of parks and recreation services; and
- the incorporation of other community services, such as health services and child care
A project Steering Committee is in the process of being established. The Steering Committee will be made up of government representatives including the Provincial and Municipal Government land owners together with Snuneymuxw First Nation Government. B.C. Housing will oversee the project by procuring, managing and directing a Project Design Consultant Team and an Engagement Consultant.

Process & Partners
A feasibility analysis study will be conducted in 2019 to identify development opportunities.
Initial planning and public consultation is expected to be completed by summer 2020. Members of the community will be notified and invited to provide input in the planning process.
