Saulnier”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built, or caused to have built, a new home in Vanderhoof, B.C. (the “New Home”), during the period of, or about, 2007 and 2008, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On November 1, 2012, the HPO issued Compliance Order 12-0050 to D.

Darcy Finch

Darcy Finch (“Finch”) built a new home in Hixon, BC, (the “New Home”) sometime between April 2008, and May 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On May 24, 2012, the HPO issued Compliance Order (“CO”) 12-0021 to Finch directing that he become an HPO LRB pursuant to section 14 of the Homeowner Protection Act (the “Act”) and obtain home warranty insurance for the New Home pursuant to section 22 of the Act.

Darlene Helen Lessard

Darlene Helen Lessard (“Lessard”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced construction or caused to have commenced construction of a new home on Denman Island, BC (the “New Home”), during the period of, or about, July 31, 2019, and August 6, 2019, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

David Alexander Borden and Lynn Kelly Borden

David Alexander Borden (“D. Borden”) and Lynn Kelly Borden (“L. Borden”) (together, the “Bordens”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Falkland, BC (the “New Home”), during the period of, or about, 2007 and 2011, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance.

David Anthony Harper (“D. Harper”) and Margaret Yvonne Harper (“M. Davied Broderick, Daniel Howden, and Beach Grove Properties Ltd.

Davied Broderick (“Broderick”), Daniel Howden (“Howden”), and Beach Grove Properties Ltd. (“BGPL”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid Homeowner Protection Office (“HPO”) Residential Builder Licence between the period of, or about, June 12, 2012, and April 26, 2013, regarding a new home development in Tappen, B.C.

Dean Kenneth Heyland (“Heyland”), contrary to section 14(1) and section 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Denman Island, B.C., (the “New Home”), during the period of, or about, 2009 and 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”), and without the New Home being covered by a policy of home warranty insurance. On January 18, 2013, the HPO issued Compliance Order 13-0002 to Heyland directing that Heyland:

Dema Developments Ltd. (“DDL”), Sunny Singh Deol (“Deol”), Sukhvinder Kaur Mandair (“S.K. Mandair”), and Sachan Mandair (“S. Mandair”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), constructed, or caused to have constructed, two new homes in Mission, BC (collectively, the “New Homes”), without each of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider.

(the “New Home”), during the period of, or about, July 2007, and July 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance.

Derrick Jolly Construction Ltd. and Martyn C. Jolly

Derrick Jolly Construction Ltd. (“DJCL”) and Martyn C. Jolly (“M. Jolly”) built or caused to have built a new home in Blind Bay, BC (the “New Home”), sometime prior to October 8, 2016. Although DJCL has been a BC Housing (“BCH”) Licensed Residential Builder (23109) since August 14, 2002, contrary to section 22(1) of the Homeowner Protection Act (the “Act”), the New Home was not registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On January 19, 2018, BCH issued Compliance Order 18-0001 to DJCL and M.

Dharm Joshi, dba VDJ Custom Homes and Vikash Joshi

Dharm Joshi (“D. Joshi”) dba VDJ Custom Homes (“VCH”) and Vikash Joshi (“V. Joshi”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, September 30, 2019, and January 8, 2020, regarding a new home in Duncan, BC (the “New Home”). On January 8, 2020, BCH issued Compliance Order 20-0002 to D. Joshi dba VCH and V. Joshi directing that D.
