Prince Rupert, Harbour View Gardens – Affordable Housing

A map of Harbour View Gardens at 1428 Kootenay Avenue.

To address the need for more affordable housing for seniors, families and singles in Prince Rupert, BC Housing is in the planning phase of redeveloping Harbour View Gardens at 1428 Kootenay Avenue.

The buildings at Harbour View are over 40 years old. They are becoming expensive to maintain and require significant investment in the future. An investment in new housing will benefit the immediate neighbourhood as well as residents of Prince Rupert for generations to come.

Community Engagement

BC Housing is committed to keeping the community involved and informed during the redevelopment planning process.

We have completed early design consultations with existing Harbour View tenants. We now want to involve the broader community in a review of a rezoning concept. After this engagement, we will submit a rezoning application to the City of Prince Rupert for review and approval.

Due to COVID restrictions we cannot hold in-person meetings, but we hope you will join us at an online neighbourhood meeting on Thursday, August 19, 2021 from 6:00 to 7:00pm. This meeting will be held on Zoom. Please email michael@liveablecityplanning.com to register.

Project Details

This rezoning application focuses on the “Lot 1” area north of McKay Road (yellow shading below). As part of the redevelopment, we will be replacing existing homes and adding others that expand the range of families and households that can benefit from affordable housing.

A bird's eye, map view of the lot in which the development will take place.

Features of the proposed redevelopment include:

  • Approximately 192 affordable rental townhomes and apartments
  • New shared amenity and play areas for residents
  • Accessible housing for people with disabilities
  • Energy efficient design
  • A pedestrian crossing on McKay Street
  • Improvements to the local park

You can find more information on the redevelopment concept, including design form, landscaping, phasing, and redevelopment timelines in the brochure in the document library.

We welcome questions and comments below in the Q&A or by email to: communityrelations@bchousing.org

  • I'm concerned about your traffic impact assessment. My observation is that there isn't sufficient signage and control for traffic moving from Sloan Ave and along Summit Ave. As a resident of Summit Ave, we are constantly subjected to vehicles speeding and driving dangerously along Summit until they reach the speed bumps near the Roosevelt school zone. Are there provisions to manage traffic on Summit so that we don't have this uncontrolled "speedway" issue exacerbated by the increase in traffic?

We have hired a transportation engineer to assess the potential impacts the project may have on the surrounding neighbourhood. The transportation engineer and BC Housing will work with the City of Prince Rupert and the Ministry of Transportation to ensure traffic safety is adequately planned for. More details on the Traffic Impact Assessment and traffic planning will be released at a later date.
