Gurdeep Basrom (“Basrom”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) between the period of, or about, March 2024 and December 2024, regarding a new home in Abbotsford, BC (the “New Home”). Although the New Home was registered for coverage by home warranty insurance (“HWI”) as required by the Act and the Homeowner Protection Act Regulation, the New Home was subsequently de-enrolled from HWI coverage by the home warranty insurer on February 18, 2025, contrary to section 22(1) of the Act. On May 8, 2025, BCH issued Compliance Order 25-0012 to Basrom directing that Basrom:

  • Immediately apply for and become a BCH LRB pursuant to section 14(1) of the Act; and
  • Immediately either:
    1. register the New Home for coverage by HWI provided by a warranty provider pursuant to section 22(1) of the Act; or
    2. provide BCH Compliance Department with proof that the New Home is enrolled in a policy of HWI pursuant to section 22(1) of the Act.

Basrom was ordered to comply with Compliance Order 25-0012 by June 6, 2025.
