Pross Renovations Ltd. (“PRL”) and Victor Pross (“Pross”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder between approximately January 6, 2024, and May 29, 2024, regarding a new home in Victoria, BC. Additionally, contrary to section 14(5)(b) of the Act, they published information implying and suggesting that PRL and/or Pross is a licensed residential builder during the period of May 28, 2024, to October 25, 2024, without either PRL or Pross being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”). On October 25, 2024, BCH issued Compliance Order 24-0012 to PRL and Pross, directing that PRL and Pross:

  • Immediately cease carrying on the business of a residential builder as defined in the Act, and cease all signage, marketing, advertising and other publications and medica that imply, suggest, or hold out in any manner that either PRL or Pross is a licensed residential builder; or
  • Immediately become a BCH LRB pursuant to section 14(1) of the Act.

PRL and Pross were directed to comply with Compliance Order 24-0012 by November 29, 2024.
