Tarsem Singh Phagura (“T. Phagura”) and Rajbinder Kaur Phagura (“R. Phagura”)(together, “the Phaguras”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built, or caused to have built, a non-conforming detached secondary dwelling in Surrey, BC (the “New Home”), sometime prior to July 31, 2020, without being a BC Housing (“BCH”) Licensed Residential Builder, and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On December 19, 2025, BCH issued Compliance Order 25-0029 to the Phaguras, directing that the Phaguras:
- immediately provide BCH Compliance Department with evidence that the New Home has been removed from the property.
The Phaguras were ordered to comply with Compliance Order 25-0029 by January 30, 2026.
