Housing Connections - On Hold definitions for unit vacancies

Effective September 8, 2026 - New unit vacancy 'On Hold' reasons are available in Housing Connections.

The Housing Connections portal helps housing providers manage applicant, tenant, and unit information. It is also used to report unit vacancies in BC Housing-funded programs. 

This page explains how to report empty units. It also includes key terms and resources.

Please review the definitions below before recording or updating vacant unit information.

Key reminders

  • Assign an 'On Hold' reason only when a unit is temporarily unavailable for occupancy
  • Use the 'On Hold' option that best reflects the primary reason the unit cannot be occupied
  • Historical vacancy data is not affected by these changes

Unit vacancy 'On Hold' reasons and definitions

  • Operational use: Unit is approved for non-residential use (example - office, storage, or staff space) or is unavailable due to operational constraints
  • Out of cycle - demolition: Building is scheduled for or undergoing demolition
  • Out of cycle - reconstruction: Building is undergoing significant reconstruction
  • Out of cycle - redevelopment: Building is part of an approved redevelopment project
  • Out of cycle - relocation: Unit is being held to support tenant relocation activities
  • Program needs: Unit is assigned to an external partner responsible for tenant placement and remains vacant pending occupancy
  • Repairs under 25 days: Scheduled to be completed within 25 days of the unit becoming vacant
    • Note: Once selected, do not change the repair option
  • Repairs 25 to 45 days: Scheduled to be completed within 25 to 45 days of the unit becoming vacant
    • Note: Once selected, do not change the repair option
  • Repairs over 45 days: Repairs expected to take more than 45 days from the date the unit became vacant
    • Note: Once selected, do not change the repair option
  • Repair - funding unavailable: Repairs are required to make the unit occupiable, but funding is not currently available. This reason must be verified by BC Housing, confirming that:  
    • Interior Maintenance funds have been exhausted  
    • Replacement Reserve (RR) funds have been exhausted, where applicable, and  
    • A Capital Renewal Funding (CRF) request has been submitted for unit turnover repairs.
