Overview
The Province of British Columbia created the Community Housing Fund in 2018. This fund is a $3.3-billion investment to build more than 20,000 affordable rental homes for people with moderate and low incomes by 2031-32. More than 13,000 of these homes are open or underway across the province.
This fund supports the development and operations of mixed-income rental housing for individuals, couples, families, seniors, and people with disabilities, capable of living independently without on-site support services.

Request for Proposals
On May 30, 2025, BC Housing opened Request for Proposals for the Community Housing Fund (CHF). This is a rolling RFP, meaning project proposals will be accepted on an ongoing basis, with no fixed deadline, until CHF funding is fully allocated. This gives applicants time to prepare strong, comprehensive submission packages.
To streamline the evaluation and applicant notification process, BC Housing is accepting submissions through sequential proposal intake windows. Each subsequent intake window will open after the closure of the previous one. At the conclusion of each intake period, all submitted proposals will be evaluated, and applicants will be notified of the funding status of their projects.
Proposal Intake A opened on May 30 and closed July 31, 2025. We plan to open Proposal Intake B on September 3, 2025. Intake C will follow.
Note: Applicants who are not allocated funding upon their initial submission may be invited to resubmit during a future intake, provided they meet specific conditions outlined in the RFP.
Who is eligible to submit a proposal?
- The primary applicant must be a non-profit society, housing co-op, municipal housing provider legally incorporated in Canada or First Nation.
- Public/private partnerships are allowable if they work with one of these groups, and that group is the primary applicant.
Changes to the design guidelines requirements
To ensure more homes people can afford are built faster, new Community Housing Fund proposals will no longer need to meet BC Housing Design Guidelines & Construction Standards, but must meet the BC Building Code and any local bylaws. This change allows more flexibility and a more adaptive approach to ensure rental housing construction better meets the needs and conditions of individual communities.
