Project overview
BC Housing is partnering with the City of Victoria and the Capital Region Housing Corporation (CRHC) to build 205 new homes at 926/930 Pandora Avenue.
The 21-storey mixed-use building will include:
- 158 affordable homes
- 70% of the homes will be subsidized with rent set at 30% of gross monthly income
- 30% of the homes will be at or below market rate
- 47 studio homes with support services (supportive housing)
- A 16,000 square-foot community space owned by the City of Victoria and used for community programs and childcare
This project is being fast-tracked through the City of Victoria’s Rapid Deployment of Affordable Housing Resources process. To qualify, projects must align with the City’s Official Community Plan and meet other design criteria.
Affordable rental housing provides homes at lower rental rates than the private market. It is available to people and families with low to moderate incomes who may not be eligible for subsidized housing.
Supportive housing is subsidized housing with on-site supports. Residents are adults (19+) who are at risk of or experiencing homelessness. This can include seniors and people with disabilities.
All residents apply to live in supportive housing, sign program agreements and pay rent.
Typical supports include:
- 24/7 staffing
- Daily meals
- Life skills and employment training
- Access to health supports
- Connections to community services

BC Housing will select an experienced non-profit housing operator to manage the supportive homes and provide services to the residents.
Capital Region Housing Corporation (CRHC) will operate the 158 affordable rental homes. People applying for the subsidized homes must be on the BC Housing Registry. People applying for the market homes will apply directly to capitalregionalhousing.ca.
