BC Housing is planning to redevelop Skeena Terrace at 108 and 2408 Cassiar Street, Vancouver. The redevelopment will replace the 230-units with modern, energy efficient apartments in the first phase of construction, and will build 1,700 units over 7 phases for moderate and middle incomes.
Redevelopment includes:
- Replacement of 230 rent geared to income homes for seniors, families with children and people living with disabilities
- An additional 1,700 new purpose-built rentals for moderate and middle incomes
- New gardens improved public spaces and resident amenities
- 15 buildings (7 phases) up to 36 storeys tall
- All Skeena Terrace residents will be supported throughout the redevelopment process, and their housing remains secure. Residents of Skeena Terrace have the first chance to move into a new home as long as they remain eligible.
The land will continue to be owned by BC Housing.
The Provincial Redevelopment Program is a fund used to rebuild older government-owned homes that need major repairs. It also offers the chance to add more homes on the same property.
The goal is to renew the existing low-income housing while increasing the number of purpose-built rental options for moderate and middle incomes.
BC Housing will continue to own the property and manage the rent geared to income replacement homes.
BC Housing will choose partners through a fair public process once future phases are further along.
Community engagement took place between 2021 and 2022, which helped shape the Development Plan. Residents and community members supported the need for more affordable housing and emphasized accessibility, aging in place design, safety, and connections to greenspace.

2021-2022 Skeena Terrace Planning Program
BC Housing and the City of Vancouver met frequently with tenants, neighbours, community groups, local businesses, and other experts to hear feedback as part of the Skeena Terrace Planning Program led by the City of Vancouver.
BC Housing led early tenant engagement that included regular drop-in meetings and a tenant workshop, survey and Vancouver Skeena Terrace - Engagement Brochure.
Public engagement included an open house, and online survey.
This feedback helped create the City of Vancouver - Skeena Terrace policy statement, which outlines the redevelopment’s values and design principles. It is in alignment with the BC Housing Design Guidelines.
A Skeena Terrace - engagement summary report was compiled in April 2022.
