Site overview
BC Housing plans to redevelop Evergreen Terrace at Blanshard Street and Hillside Avenue. The site will replace the 70-year-old buildings with modern, energy efficient homes.
The redevelopment will include:
- Replacement of 175 rent geared to income homes
- Replacement of 21 supportive homes
- About 900 new purpose-built rentals for moderate and middle incomes
- Green space, bike paths, gathering areas and childcare
- 9 buildings (5 phases) up to 20 storeys
- An application to rezone the land is required along with municipal development and building permits
All Evergreen Terrace residents and Spaken House Family Members will be supported throughout the redevelopment process, and their housing remains secure. Residents of Evergreen Terrace and Spaken House Family Members will have the first chance to move into a new home as long as they remain eligible.
The land will continue to be owned by BC Housing.
BC Housing will continue to own and operate the rent geared to income replacement homes.
BC Housing will select an experienced non-profit housing operator through a fair and open process to operate the 21-purpose built supportive homes.
A partner will be selected through a transparent public process to operate the purpose-built rentals for moderate and middle incomes that are planned for future phases.
2025 - 2026 – Preparing for construction – Phase 1
BC Housing is finalizing tenant relocation activities and municipal permitting activities in preparation for Phase 1 construction.
We will continue to update the community as the redevelopment proceeds.
2023-2024 – Public & tenant engagement
BC Housing shared information and gathered feedback from the wider community, including neighbours and local groups. Meetings were held with the Hillside-Quadra Neighbourhood Action Committee (NAC) and the Quadra-Hillside Community and Land Use Committee (CALUC).

2022- 2023 – Vision & guiding principles
Residents of Evergreen Terrace, Spaken House Family Members, and members of the Quadra Village Neighbourhood House took part in surveys, workshops, meetings, and more over 18-months. Their ideas helped shape the vision, guiding principles for design, and the master plan.
