Victoria – Evergreen Terrace Redevelopment

Site overview

BC Housing plans to redevelop Evergreen Terrace at Blanshard Street and Hillside Avenue. The site will replace the 70-year-old buildings with modern, energy efficient homes.

The redevelopment will include:

  • Replacement of 175 rent geared to income homes
  • Replacement of 21 supportive homes
  • About 900 new purpose-built rentals for moderate and middle incomes
  • Green space, bike paths, gathering areas and childcare
  • 9 buildings (5 phases) up to 20 storeys
  • An application to rezone the land is required along with municipal development and building permits

All Evergreen Terrace residents and Spaken House Family Members will be supported throughout the redevelopment process, and their housing remains secure. Residents of Evergreen Terrace and Spaken House Family Members will have the first chance to move into a new home as long as they remain eligible.

The land will continue to be owned by BC Housing.

Master plan rezoning application review and refinement

Phase 1 Development Permit

  • Master plan rezoning bylaw adoption  
  • Phase 1 Building Permit 
  • Phase 1 construction starts 

2028-2029

  • Phase 1 construction complete 
  • Occupancy Permit 
  • Temporarily relocated residents return to the new Evergreen Terrace Phase 1
