Saanich – Nigel Valley redevelopment

Project overview

The Nigel Valley Redevelopment is a nine‑acre site in Saanich. It sits beside District Hall and is bordered by Vernon Avenue, Lochside Trail, and Darwin Avenue. BC Housing, the District of Saanich, and the Nigel Valley Steering Committee (NVSC) are working together to build a thriving and inclusive community at this location.

The plan for the area includes a mix of affordable and market-rate rental housing, long-term care beds, and homes with supports. This redevelopment is an opportunity to provide hundreds of new homes and care facilities to support families, seniors, veterans, and people with disabilities or mental health needs. Each non-profit partner on the NVSC will manage its own development.

The redevelopment will also include improvements to public spaces such as streets, utilities, a public plaza, and a park.

Nigel Valley Steering Committee

All current residents of BC Housing’s Battin- Fielding apartments will be supported throughout the redevelopment process, and their housing remains secure (as they are eligible).

2015 -2019 – Master Planning Phase

  • Nigel Valley Steering Committee established
  • Comprehensive Development Plan/Rezoning approved

2021-2026 - Phase 1- Civil works and residential construction

  • Improved public roads and sidewalks
  • Construction starts on Nigel Square (GVHS)
  • Construction starts on Nigel House (Broadmead Care Society)
  • Nigel House opens (2025)
  • Nigel Square complete (anticipated summer 2026)

2026-2027 – Phase 2- Civil works and residential construction

  • Nigel Square complete (anticipated summer 2026) 
  • Public space improvements (utilities, roads, lift (pump) station, public plaza) 

TBD – Phase 3 - Civil works and residential construction

  • New road connecting Nigel and Darwin Avenues 
  • Construction of public park 
  • Additional housing
