Project overview
BC Housing and the Phoenix Drug and Alcohol Recovery and Education Society has built 49 new homes and 42 shelter spaces at 45867 Trethewey Avenue (and Rowat Avenue). This building is called Phoenix Pathways.
The 4-storey building will include:
- 49 studio homes with support services (supportive housing)
- 22 of these homes will include Complex Care Housing services
- 42 shelter spaces
The supportive housing and shelter programs are separated within the building. Each program has its own:
- Indoor common area
- Washroom and laundry facilities
- Reception and staff office
Shared spaces include:
- Outdoor common area
- Commercial kitchen
Supportive housing is subsidized housing with on-site supports. Residents are adults (19+) who are at risk of or experiencing homelessness. This can include seniors and people with disabilities.
All residents apply to live in supportive housing, sign program agreements and pay rent.
Typical supports include:
- 24/7 staffing
- Daily meals
- Life skills and employment training
- Access to health supports
- Connections to community and health support services

In Complex Care Housing (CCH), residents have access to the same services as supportive housing along with enhanced health, cultural and social supports from Fraser Health to help manage more complex needs.
These services are voluntary and tailored to residents’ needs and goals. They are available to residents in their own home, for as long as they need. To learn more about complex-care housing, visit gov.bc.ca/complexcarehousing.
Shelters offer free, immediate places to stay for adults (19+) who are experiencing or at risk of homelessness. A guest may stay in a shelter space for one night, a few months, or longer. Shelter staff work with each guest to help them move toward stable, permanent housing.
Typical supports include:
- Bed and bedding
- Shared washrooms and laundry facilities
- Daily meals
- 24/7 onsite staff support
- Personalized case planning
- Referrals to health care, housing and other community services
BC Housing selected Phoenix Drug and Alcohol Recovery and Education Society to operate the site. Staff will manage Phoenix Pathways and provide services to all housing residents and shelter guests.

We commit to being good neighbours.BC Housing will launch a Housing Inclusion Table for Phoenix Pathways. This table will bring together representatives from BC Housing and Phoenix as well as local agencies including Fraser Health, the City of Chilliwack and the RCMP.
This group will meet regularly for a limited time after the building opens. Members will work to support the initial operations of the housing and shelter, address any community concerns, and promote the site’s overall inclusion into the community.
