Preet Homes Ltd. (“PHL”), Hardeep Virk (“H. Virk”), and Kulwinder Virk (“K. Virk”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence, between the period of, or about, November 2014 and December 2019. On July 28, 2021, BCH issued Compliance Order 21-0014 to PHL, H. Virk and K.

R.O.C. Urban Development Corp., Li Chao Gui, Massa Sihota, Harshivkaran Singh Sihota, and Harpreet S. Sihota

R.O.C. Urban Development Corp. (“ROC”), Li Chao Gui (“Gui”), Massa Sihota(“M. Sihota”), Harshivkaran Singh Sihota (“H.S. Sihota”), and Harpreet S. Sihota (“H. Sihota”), constructed a new home in New Westminster, B.C. (the “New Home”), between the period of, or about, May 12, 2011, and March 7, 2014.

Rajinder Sahota and Dholpur Holdings Ltd.

Rajinder Sahota (“Sahota”) and Dholpur Holdings Ltd. (“DHL”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a multi-unit building in Victoria, BC (the ‘New Homes”), without a valid Homeowner Protection Office (“HPO”) Residential Builder Licence and without each of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider. On November 1, 2016, the HPO issued Compliance Order 16-0027 to Sahota and DHL directing that Sahota and DHL:

Randall Wesley Brown (“RW Brown”), contrary to section 20(1) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(e) of the Homeowner Protection Act Regulation, regarding a new home in Nanoose Bay, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to maintain a registered interest in the land on which the New Home was built for at least one year from the date of first occupancy.

Randy Kenneth Burton (“Burton”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Lumby, B.C. (the “New Home”), in, or about, 2009, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On April 4, 2014, the HPO issued Compliance Order 14-0028 to Burton directing that Burton:

Ross”) (together, “the Rosses”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Ladysmith, BC (the “New Home”), during the period of, or about, March 21, 2016, and February 8, 2018, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Reid Gary Pirie and Lindsay Marie Pirie

Reid Gary Pirie (“R.G. Pirie”) and Lindsay Marie Pirie (“L. M. Pirie”) (together, “the Piries”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Winlaw, B.C. (the “New Home”) in, or around, 2012 without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Rhett Christopher Peterson and Alison Leah Peterson

Rhett Christopher Peterson (“R. Peterson”) and Alison Leah Peterson (“A. Peterson”) (together, the “Petersons”), contrary to section 21(2)(a) of the Homeowner Protection Act (the “Act”), regarding a new home in Dawson Creek, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, sold the New Home on, or around, February 28, 2012, without providing a Disclosure Notice for the New Home to the purchasers of the New Home.

Mallett”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Chilliwack, B.C. (the “New Home”), sometime in 2014 without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On September 15, 2017, BC Housing (“BCH”) issued Compliance Order 17-0031 to R. Mallett and J.
