Project overview
BC Housing, the District of North Vancouver and Lookout Housing and Health Society are proposing to develop approximately 40 temporary homes at 1182 Welch Street.
The two-storey building would include:
- Approximately 40 temporary housing with supports
- Shared washrooms
- Indoor and outdoor common areas
- Laundry facilities
- Fenced grounds
This project would be funded through the Province’s HEART & HEARTH program. Through this program, we can build and offer housing quickly to people experiencing homelessness. This housing would be in place temporarily while we continue to build more permanent supportive homes in the community.
As proposed, District of North Vancouver would lease the site to BC Housing. A Temporary Use Permit is required for this project. The District will consider public feedback when it reviews this project.

Temporary housing with supports provides safe, stable housing for adults (19+) who are experiencing homelessness. This can include seniors and people with disabilities.
All residents apply to live in temporary housing, sign program agreements and pay rent.
Typical supports include:
- 24/7 onsite staff support
- Daily meals
- Life-skills and employment training
- Case planning
- Access to health supports
- Connections to community and social services
- Access to permanent housing when available

Community information session
We are inviting interested neighbours to join us at an open house-style Community Information Session. This is an opportunity to learn more about the project, ask questions and share feedback.
We have heard from several community members who cannot attend the first session, and we want to ensure everyone has an opportunity to participate. Thank you for your interest and feedback. Please note that both sessions will cover the same information.
To accommodate more attendees, we are offering two identical sessions. You only need to attend one:
- Thursday, June 25, 2026 — Drop in anytime between 7:15 pm and 9:00 pm
Location: Pemberton Heights Community Hall, 2260 Philip Avenue, North Vancouver*
*Parking is limited around this venue. Where possible, we encourage carpooling.
- Tuesday, June 30, 2026 — Drop in anytime between 6:00 pm and 8:00 pm
Location: Norgate Xwemélch'stn Community Elementary gymnasium, 1295 Sowden St, North Vancouver.
Format: This is a drop-in, open house style event. View the latest project information on poster boards, meet project representatives and ask questions one-to-one. There will be no formal presentation or Q&A period.
Register: Registration is optional but preferred for planning purposes.

Following this phase of community engagement, we will produce a summary report. We will post this report here and submit it to the District of North Vancouver.
