Cemex Home Design Ltd. (“CHDL”) and Harman Bains (“Bains”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, April 2024 and July 2024, with respect to a new home in Burnaby, BC (the “New Home”). On July 17, 2024, BCH issued Compliance Order 24-0011 (the “CO”) to CHDL and Bains directing that CHDL and Bains:
Charan Singh Hyare (“C. Hyare”), contrary to section 20(1)(a) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(f) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new home in Vancouver, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to engage in, arrange for or manage all or substantially all of the construction of the New Home. On April 9, 2018, BC Housing (“BCH”) cancelled the OBA that had been issued to C. Hyare for the New Home.
Christof Friedlos (“C. Friedlos”) and Gabriela Maria Friedlos (“G. Friedlos”) (together, the “Friedlos”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Lumby, B.C. (the “New Home”), in, or about, 2008, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
Christopher William Pedersen (“C. Pedersen”), contrary to section 21(2)(a) of the Homeowner Protection Act (the “Act”), regarding a new home in Prince George, B.C. (the “New Home”), for which an Owner Builder Authorization had been issued, failed to provide the purchasers of the New Home with a Disclosure Notice, in a form satisfactory to the Homeowner Protection (the “HPO”) Registrar, stating among other facts, whether or not the New Home was covered by home warranty insurance. On December 5, 2016, the HPO issued Compliance Order 16-0028 to C.
Claudia Rosas (“Rosas”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a new home in Terrace, B.C. (the “New Home”), between the period of, or about, November 5, 2007, and June 23, 2015, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On September 9, 2015, the HPO issued Compliance Order 15-0028 to Rosas directing that Rosas:

Brunetti”) (together, the “Brunettis”), contrary to section 14(1) and section 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Revelstoke, B.C. (the “New Home”), during the period of, or about, 2007 and 2013, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”), and without the New Home being covered by a policy of home warranty insurance.

(“CSD”) and Colin Dion (“Dion”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced, or caused to have commenced, construction on a new home at Heriot Bay, BC (the “New Home”), sometime prior to June 26, 2024, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
Dandra Holdings Ltd. (“DHL”) and Robert Woodsworth (“Woodsworth”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Powell River, B.C. (the “New Home”), between 2010 and 2011, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
Daniel David Warchol (“D.D Warchol”), contrary to section 20(1)(a) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(e) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new home in Vernon, BC (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to maintain a registered interest in the land on which the New Home was built for at least one year from the date of first occupancy, and David Wayne Warchol (“D.W Warchol”), contrary to sections 14(1) and 22(1) of the Act, e

(the “New Home”), during the period of, or about, 2007 and 2008, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On November 1, 2012, the HPO issued Compliance Order 12-0050 to D.
Darcy Finch (“Finch”) built a new home in Hixon, BC, (the “New Home”) sometime between April 2008, and May 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On May 24, 2012, the HPO issued Compliance Order (“CO”) 12-0021 to Finch directing that he become an HPO LRB pursuant to section 14 of the Homeowner Protection Act (the “Act”) and obtain home warranty insurance for the New Home pursuant to section 22 of the Act.
Darcy (Russell) Franklin (“Franklin”), Brad Philip (“Philip”), and Meranti Developments Ltd. (“MDL”), constructed a new home in Kamloops, B.C. (the “New Home”), between December 12, 2012, and November 22, 2013.
Darlene Helen Lessard (“Lessard”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced construction or caused to have commenced construction of a new home on Denman Island, BC (the “New Home”), during the period of, or about, July 31, 2019, and August 6, 2019, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
Darrel David Jones (“D. Jones”) and Catherine Hazel Jones (“C. Jones”) (together ,“ the Joneses”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Blind Bay, B.C.
David Alexander Borden (“D. Borden”) and Lynn Kelly Borden (“L. Borden”) (together, the “Bordens”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Falkland, BC (the “New Home”), during the period of, or about, 2007 and 2011, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance.

Harper) (together, “the Harpers”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a new home in or near Chase, B.C. (the “New Home”), sometime prior to September 23, 2015, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
