Compliance Order

Gary Douglas Burr (“G. Burr”) and Deborah Burr (“D. Burr”)(together, “the Burrs”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Falkland, BC (the “New Home”), in, or around, 2017, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On October 19, 2022, BCH issued Compliance Order 22-0025 to the Burrs directing that the Burrs:

GC Pro General Contractor Ltd. (“GC Pro”) and Orlando Alexander Escorcia Maradiaga (“Escorcia”), contrary to section 14(5) of the Homeowner Protection Act (the “Act”), published information implying, suggesting or holding out in a manner that GC Pro is a Licensed Residential Builder (“LRB”) during the period of, or about, August 19, 2025, and December 16, 2025, without GC Pro or Escorcia being a BC Housing (“BCH”) LRB. On December 16, 2025, BCH issued Compliance Order 25-0026 to GC Pro and Escorcia, directing that GC Pro and Escorcia:

Gerhard Albert Allgaier (“Allgaier”) and Georgina Doreen Du Russel (“Du Russel”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Smithers, B.C. (the “New Home”), between the period of, or about, September 17, 2009, and January 26, 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Ghulam Mustafa (“Mustafa”) and Aqsa Naz (“Naz”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built, or caused to be built, a non-conforming two-family dwelling in Surrey, BC (the “New Homes”) sometime prior to May 16, 2024, without being a BC Housing (“BCH”) Licensed Residential Builder, and without any of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider.

Global Integrated Facilities Ltd (“GIFL”), Raghabir S. Aujla (“Aujla”) and Surinder Pahal (“Pahal”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Delta, B.C. (the “New Home”) between November 21, 2011, and December 21, 2012, without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Golden View Builders Ltd. (“GVB”) and Todagin Russell Hodson (“Hodson”), contrary to section 14(5)(b) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that GVB and/or Hodson is a licensed residential builder during the period of December 16, 2022, and December 27, 2023, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”). On December 27, 2023, BCH issued Compliance Order 23-0017 to GVB and Hodson directing that GVB and Hodson:

Gordon Allan Clark (“G. Clark”), contrary to section 20(1) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(e) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new home in Invermere, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to maintain a registered interest in the land on which the New Home was built for at least one year from the date of first occupancy.

Grandview Bench Properties Ltd. (“GBP”) and Sun Kim (“Kim”), contrary to section 22(1.1)(b) of the Homeowner Protection Act (the “Act”), offered and marketed for sale 3 new homes on a property in Tappen, BC (collectively, the “New Homes”), within 10 years from the date the New Homes were first ready for occupancy, and without any of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider.

Greenlake Forest Products Ltd. (“GFPL”) and Gregory Nyman (“Nyman”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), constructed a new home in Clinton, BC (the “New Home”), between the period of, or about, May 2024 and October 2024, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Gregg Allen Kikkert (“G. Kikkert”) and Natasha Kathleen Kikkert (“N. Kikkert”)(together, the “Kikkerts”), contrary to section 21(2)(a) of the Homeowner Protection Act (the “Act”), regarding a new home in Chilliwack, B.C.

Guanqun Zhang (“Zhang”), contrary to section 22(1.1)(b) of the Homeowner Protection Act (the “Act”), offered for sale a new home in Coquitlam, B.C. (the “New Home”), between the dates of, or about, March 31, 2014, and September 5, 2014, without the New Home being covered with a policy of home warranty insurance pursuant to section 22 of the Act.  On August 28, 2014, the Homeowner Protection Office (“HPO”) issued Compliance Order 14-0051 to Zhang directing that Zhang:

Guo Rui Kuang (“Kuang”), contrary to section 20(1) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(f) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new home in Mission, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to engage in, arrange for or manage all or substantially all of the construction of the New Home. On August 23, 2016, BC Housing (“BCH”) cancelled the OBA that had been issued to Kuang for the New Home.

Gurdeep Basrom (“Basrom”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) between the period of, or about, March 2024 and December 2024, regarding a new home in Abbotsford, BC (the “New Home”).

Gurdeep Otal (“G. Otal”) and Tejinder Otal (“T. Otal”)(together, “the Otals”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built, or caused to be built, a detached eight-unit, non-conforming multi-unit building in Surrey, BC (the “New Homes”), sometime prior to March 17, 2025, without being a BC Housing (“BCH”) Licensed Residential Builder, and without any of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider.

Gurdev Kaur Bhullar (“G. Bhullar”) contrary to subsections 20.1(1)(b) of the Homeowner Protection Act (the "Act"), built a new home in Surrey, B.C., (the "New Home"), for which an Owner Builder Authorization ("OBA") had been issued, and sold the New Home without having occupied the New Home for the 12-month period after the New Home was built. On October 27, 2011, the Homeowner Protection Office ("HPO") Registrar cancelled the OBA. On May 4, 2012, the HPO issued Compliance Order 12-0033 to G. Bhullar, directing that G. Bhullar:

Gurinder Purewal (“G. Purewal”), contrary to section 20.1(1)(b) of the Homeowner Protection Act (the “Act”), built a new home in Burnaby, B.C., (the "New Home"), for which an Owner Builder Authorization (the "OBA") had been issued, and sold the New Home without having occupied the New Home for the 12-month period after the New Home was built. On March 7, 2013, the Homeowner Protection Office ("HPO") Registrar cancelled the OBA. On August 6, 2013, Compliance Order 13-0035 was issued to G. Purewal, directing that G. Purewal:

Gurnam Samra (“Samra”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built, a new home in Surrey, B.C. (the “New Home”), during the period of, or about, 2009 and 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being enrolled with a policy of home warranty insurance. On January 11, 2012, Samra applied for, and was issued a conditional HPO LRB licence.
