Temporary Winter Shelter Operator Services – Request for Pre-Qualification

We are now accepting applications for pre-qualification to operate new Temporary Winter Shelters.

Overview

Temporary Winter Shelters provide safe, warm indoor spaces for individuals experiencing or at risk of homelessness. They operate during the colder months, from October 1 or November 1 to March 31 or April 30.

These shelters are part of the Emergency Shelter Program and are funded by the Province of British Columbia.

What’s Happening

On June 24, 2025, BC Housing issued a Request for Pre-Qualification (RFPQ) for Temporary Winter Shelter Operator Services. This marks thefirst stage of atwo-stage procurement process:

  • Stage 1 – Pre-Qualification (RFPQ):
    Respondents will be evaluated based on specific criteria to establish five Regional Source Lists, aligned with the Provincial Health Authority regions.
  • Stage 2 – Site-Specific Proposals (RFP):
    When a new shelter site is identified, BC Housing will invite prequalified operators from the relevant region(s) to submit proposals.

Who can apply?

Eligible applicants must:

  • be a non-profit organization in good standing with the applicable corporate registry
  • have their constating documents reviewed and approved by BC Housing.
