Temporary Winter Shelter Operator Services – Request for Pre-Qualification

Overview

Temporary Winter Shelters are seasonal emergency shelters that operate during the colder months—typically from October 1 or November 1 to March 31 or April 30—to provide safe, warm indoor spaces for individuals experiencing or at risk of homelessness. These shelters are part of BC Housing’s broader Emergency Shelter Program and are funded by the Province of British Columbia through BC Housing.

Operator Procurement Process

A Request for Pre-Qualification (RFPQ) of Temporary Winter Shelter Operator Services was issued on June 24, 2025, and closed on August 8, 2025.  

BC Housing’s Operator Procurement Process is a two-stage process beginning with a RFPQ. Operators who are pre-qualified under the 2025 RFPQ will comprise BC Housing’s source list of pre-qualified Temporary Winter Shelter Operators. As set out in the RFPQ, pre-qualified operators may be invited to respond to second stage Request for Proposals (RFPs) to operate new Temporary Winter Shelters as they are identified.
