Executive Flight Centre Group Ltd. (“EFCG”), Ryan Albizzati (“Albizzati”), Dean Buckland (Buckland”), Ted Chow (“Chow”), and John Groothius (“Groothius”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, August 3, 2024, and September 17, 2024, with respect to eighteen new homes in Kelowna, BC (collectively, the “New Homes”). On September 17, 2024, BCH issued Compliance Order 24-0014 (the “CO”) to EFCG, Albizzati, Buckland, Chow and Groothius directing that EFCG, Albizzati, Buckland, Chow and Groothius:
- Cease carrying on the business of a residential builder as defined in the Act;
- Immediately become a BCH Licensed Residential Builder (“LRB”) pursuant to section 14(1) of the Act; and
- Cease the above-noted activities until such time as EFCG, Albizzati, Buckland, Chow and Groothius have become a BCH LRB pursuant to section 14(1) of the Act.
EFCG, Albizzati, Buckland, Chow and Groothius were ordered to comply with Compliance Order 24-0014 by November 1, 2024.
