Penner”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Cluculz Lake, B.C. (the “New Home”), sometime in 2016 without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On September 19, 2017, BCH issued Compliance Order 17-0032 to L. Penner directing that L. Penner:
Lexington Homes Ltd. (“LHL”) and Jaspal Mangat (“J. Mangat”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, March 31, 2018, and July 23, 2018, regarding a new home in Burnaby, B.C. (the “New Home”). On July 23, 2018, BCH issued Compliance Order 18-0053 to LHL and J. Mangat directing that LHL and J. Mangat:
Louise Kathleen Miller (“Miller”) and Norman Nicholas Kadyschuk (“Kadyschuk”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Qualicum Beach, B.C. (the “New Home”), between March 2008 and February 2013, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.
Man Hin Christopher Ho (“Ho”) and Catherine Ann Dworak (“Dworak”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced construction on a new home in Terrace, B.C. (the “New Home”), during the period of, or about, June 24, 2017, and February 26, 2018, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
Manjit Kaur Nain (“M. Nain”) and Baljit Singh Nain (“B.
Manjit Singh Heer (“M. Heer”) and Rajwinder Kaur Heer (“R. Heer”), contrary to section 20.1(1)(b) of the Homeowner Protection Act (the “Act”), regarding a new home in Surrey, B.C. (the “New Home”), for which an Owner Builder Authorization had been issued, sold the New Home within the 12-month time period after the New Home was built. On April 10, 2013, Compliance Order 13-0015 was issued by the Homeowner Protection Office (“HPO”) to M. Heer and R. Heer, directing that M. Heer and R. Heer:
Manmeet Dehsi (“M. Dhesi”), Avtar Dhesi (“A. Dhesi”) and Palwinder Dhesi (“P.
Manohar Lal Gaba (“M. Gaba”), contrary to section 20(1)(a) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(f) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new main home and a new coach home in Vancouver, B.C. (the “New Homes”), for which Owner Builder Authorizations (“OBA”) had been issued, failed to engage in, arrange for, or manage all or substantially all of the construction of the New Homes. On August 23, 2016, BC Housing (“BCH”) cancelled the OBA that had been issued to M. Gaba for each of the New Homes. M.
Marc Duane Schouten (“M. Schouten”) and Jody Michelle Schouten (“J. Schouten”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Smithers, B.C. (the “New Home”), on, or about, August 22, 2017, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On April 16, 2018, BCH issued Compliance Order 18-0023 to M.
Marden Leroy Wolsey (“Wolsey”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Mount Currie, B.C. (the “New Home”), during the period of, or about, June 13, 2008, to April 13, 2012, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance. On March 7, 2014, the HPO issued Compliance Order 14-0020 to Wolsey directing that Wolsey:
Mark Rodolph Gaudreault (“Gaudreault”) and Milagros Clemencia Rivera Cuzco (“Cuzco”), contrary to section 22(1.1)(b) of the Homeowner Protection Act (the “Act”), sold a new home in Blind Bay, BC (the “New Home”) on, or about, November 27, 2020, within 10 years from the date the New Home was ready for occupancy, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
Marlin Orthner Construction (“MOC”) and Marlin Jacob Orthner (“M. Orthner”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) between the period of, or about, November 2019 and August 2022, regarding four new homes in Maple Ridge, BC (collectively, the “New Homes”). On September 2, 2022, BCH issued Compliance Order 22-0012 to MOC and M. Orthner directing that MOC and M. Orthner:
Marni Jo Thorpe (“Thorpe”), contrary to section 22(1.1)(b) of the Homeowner Protection Act (the “Act”), offered and marketed for sale a new home in West Kelowna, B.C. (the “New Home”), without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider in, or about, August 2017. On February 26, 2018, BC Housing (“BCH”) issued Compliance Order 18-0007 to Thorpe directing that Thorpe:
Matthew Huber (“Huber”), contrary to 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Abbotsford, BC (the “New Home”), during the period of, or about, May 11, 2017, and November 7, 2017, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home currently being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On November 7, 2017, BCH issued Compliance Order 17-0039 to Huber directing that Huber:

Maya Homes Ltd. (“MHL”), and Sukhdip S Hayre (“Hayre”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, May 31, 2022, and October 12, 2022, regarding a new home in Coquitlam, a new home in White Rock, and two new homes in Surrey, BC (collectively, the “New Homes”). On October 12, 2022, BCH issued Compliance Order 22-0024 to MHL and Hayre directing that MHL and Hayre:
