Paul Geoffrey Corbett (“Corbett) and Christine Marie Ballman (“Ballman), contrary to sections 14(1) and  22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Port McNeill, B.C. (the “New Home”), during the period of, or about, October 7, 2015, and April 21, 2017, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Paul Norris (“P. Norris”), Susan Michelle Norris (“S. Norris”), and Desiree Lee Norris (“D. Norris”)(together, “the Norrises”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Prince George, B.C.

Paul Sinclair (“Sinclair”), contrary to subsections 20.1 (1) (b) and 21(2)(a), of the Homeowner Protection Act (the “Act”), regarding a new home in Nanaimo, B.C., (the "New Home"), for which an Owner Builder Authorization had been issued, sold the New Home on, or around, July 8, 2011, within the 12-month time period after the New Home was built, and failed to provide the purchasers of the New Home with a disclosure notice, in a form satisfactory to the Homeowner Protection Office (the “HPO”) registrar, stating, among other facts, whether or not the N

Pauline McDonald (“P. McDonald”)and Sharon Angela McDonald (“S. McDonald”) (together, the “McDonalds”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home on Salt Spring Island, B.C. (the “New Home”), between the period of, or about, 2008 and September 5, 2013, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by a policy of home warranty insurance.

Paulo Guilhermedos Santos Contumelias (“P. Contumelias”) and Maria Christian Contumelias (“M. Contumelias”) (together, “the Contumeliases”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Smithers, BC (the “New Home”), sometime prior to September 2, 2020, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Pavitra Singh Rakhra (“P. Rakhra”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), resumed or caused construction to resume on two new homes in Vancouver, BC (the “New Homes”) between October 21, 2020, and December 16, 2020, without each of the New Homes being covered by a policy of home warranty insurance (“HWI”). Each of the New Homes was registered for coverage by HWI provided by a warranty provider on January 29, 2016, as required by the Act and the Homeowner Protection Act Regulation.

Pawitter Basra (“Basra”) constructed two new homes in Vancouver, BC (the “New Homes”), during the period of, or about, February 23, 2015, and November 10, 2017.

PD Moore Homes Inc. (“PDMH”), Gurdish (Deejay) Johal (“Johal”), and Perdip Singh Moore (“Moore”) constructed a new home in Burnaby, BC (the “New Home”), during the period of, or about,  February 25, 2016, and November 15, 2016.

Pender Harbour Developments Ltd. (“PHDL”) and Ronald George Badley (“Badley”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built 4 new homes in a mixed-use multi-unit building in Madeira, BC (collectively, the “New Homes”), between the period of, or about, December 13, 2013, and May 25, 2017, 2015, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without any of the New Homes being registered for coverage by home warranty insurance provided by a warranty p

Perdip Moore (“Moore”) and Moore Homes, contrary to section 14 (5) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that Moore and/or Moore Homes is a licensed residential builder during the periods of July 20, 2012 and August 22, 2012, and September 19, 2012 and November 19, 2012, without being an Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”).

Peter Allan Duttenhoffer (“P. Duttenhoffer”) and Dollie Lenora Duttenhoffer (“D. Duttenhoffer”) (together, “the Duttenhoffers”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a number of new homes in Princeton, B.C. (the “New Homes”), between 2005 and 2014, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without any of the New Homes being registered for coverage by home warranty insurance provided by a warranty provider.

Peter Kevin Mohr (“P. Mohr”) and Susan Kay Mohr (“S. Mohr”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced, or caused to have commenced, construction on a new home in Vernon, BC (the “New Home”), sometime prior to July 9,2024, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider. On February 25, 2025, BCH issued Compliance Order 25-0005 to P. Mohr and S.

Peter Liappas (“Liappas”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence, between the period of, or about, December 2019 and December 2021. On December 8, 2021, BCH issued Compliance Order 21-0022 to Liappas directing that Liappas:  

Peter Scott Kerford (“P. Kerford”) and Jane Kerford (“J. Kerford”) commenced or caused to have commenced construction on a new home in Naramata, BC (the “New Home”), on, or about, November 19, 2015.

Peter Timothy Unruh (“Unruh”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Porpoise Bay, BC (the “New Home”), between October 2013 and August 2014, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On May 17, 2016, the HPO issued Compliance Order 16-0013 to Unruh directing that Unruh:

Raven Flello (“Flello”), Philip Garrow (“Garrow”) and ADDC Homes Limited(“ADDC”), contrary to section 14(5)(b) of the Homeowner Protection Act (the “Act”), published information implying and suggesting that Flello, Garrow and/or ADDC is a licensed residential builder during the periods of February 4, 2013 and April 8, 2013, without being an Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”).

Polar Construction Ltd. (“PCL”), Jennifer Schneider (“J. Schneider”), and Marshall Schneider (“M. Schneider”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), built a new home in Vanderhoof, B.C. (the “New Home”), between the period of April 12, 2011, and June 22, 2011, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider.

Prairie Creek Homes Inc. (“PCH”) and Daniel Peter Friesen (“Friesen”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Sorrento, BC (the “New Home”), during the period of, or about, December 16, 2017, to the Fall of 2018, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Preet Homes Ltd. (“PHL”), Hardeep Virk (“H. Virk”), and Kulwinder Virk (“K. Virk”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence, between the period of, or about, November 2014 and December 2019. On July 28, 2021, BCH issued Compliance Order 21-0014 to PHL, H. Virk and K.

Premium West Construction Inc. (“PWC”) and Patrick Munyurangabo (“Munyurangabo”), contrary to section 14(5) of the Homeowner Protection Act (the “Act”), published information implying, suggesting or holding out in a manner that PWC is a Licensed Residential Builder (“LRB”) during the period of, or about, November 21, 2024, and March 31, 2025, without PW
