Sherry Lynn Violet Zielinski (“Zielinski”), contrary to section 22(1.1) of the Homeowner Protection Act (the “Act”), offered for sale a new home in Prince George, B.C. (the “New Home”), between the dates of, or about, August 29, 2014, and October 16, 2014, without the New Home being covered with a policy of home warranty insurance pursuant to section 22(1) of the Act.  On October 8, 2014, the Homeowner Protection Office (“HPO”) issued Compliance Order 14-0055 to Zielinski directing that Zielinski:

Ltd. dba Arzone Real Estate Investment Ltd. (“AREIL”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”), between the dates of, or about, January 14, 2013, and February 11, 2014, regarding a residential development in Blind Bay, B.C.

Siltstone Contracting Ltd., Vikramjit Singh, and Lakhvinder Kaur

Siltstone Contracting Ltd. (“SCL”), Vikramjit Singh (“Singh”), and Lakhvinder Kaur (“Kaur”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence, between the dates of, or about, February 28, 2017, and February 20, 2018. On February 20, 2018, BCH issued Compliance Order 18-0013 to SCL, Singh and Kaur directing that SCL, Singh and Kaur:

Spiketop Cedar Ltd., James Edward Burgess, and Karen Lee Burgess

Spiketop Cedar Ltd. (“SCL”), James Edward Burgess (“J. Burgess”), and Karen Lee Burgess (“K. Burgess”) (together, “the Burgesses”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced construction on a new home in Port Hardy, B.C. (the “New Home”), on, or about, June 11, 2014, without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered with a policy of home warranty insurance.

Steele Jordan and Humming Bird Resort

Steele Jordan (“Jordan”) and Humming Bird Resort Ltd. (“HBRL”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and offered/ marketed for sale 18 new homes in Mara, B.C. (collectively, the “New Homes”), between the dates of, or about, April 26, 2011, and February 11, 2014.

Stephane Noel Desautels

Stephane Noel Desautels (“Desautels”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced or caused to have commenced construction on a new home in Tappen, B.C. (the “New Home”), on, or sometime prior to, October 6, 2015, without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without the New Home being registered for coverage by home warranty insurance provided by a warranty provider. On June 14, 2017, BCH issued Compliance Order 17-0022 to Desautels and directing that Desautels:

Stephen Gary Lamarche (“Lamarche”), Patrick John Fines (“Fines”) and Kenneth David Suchan (“Suchan”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act ( the “ Act”), built a new home in or near Valemount, B.C. (the “New Home”), during the period of November 18, 2010 and May 24, 2012, without being an Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) and without the New Home being covered by home warranty insurance.

Sterling Hunt (GP) Ltd. (“SHL”), George Mason (“G. Mason”), and Robert Arthur Forrest (“R. Forrest”), contrary to section 22(1.1)(a) of the Homeowner Protection Act (the “Act”), offered and marketed for sale 3 multi-unit buildings in Merritt, BC, containing approximately 14 residential units (collectively, the “New Homes”), without any of the New Homes being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider in, or about, February 2018.

Sterling Pacific Developments Inc. and David William Harper

Sterling Pacific Developments Inc. (“SPD”) and David William Harper (“D. Harper”) constructed a new home in West Vancouver, B.C. (the “New Home”), during the period of, or about, May 9, 2016, and March 15, 2017. Although SPD has been a BC Housing (“BCH”) Licensed Residential Builder (21409) since February 20, 2003, contrary to section 22(1) of the Homeowner Protection Act (the “Act”), the New Home was not registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Stonegate Properties Ltd, Malkit Singh Dhesi and Sukhminder Singh Gill

Stonegate Properties Ltd (“Stonegate”), Malkit Singh Dhesi (“Dhesi”) and Sukhminder Singh Gill (“Gill”), contrary to section 14(1) of the Homeowner Protection Act (“ Act”), regarding a new home in Maple Ridge, B.C., (the “New Home”) conducted the business of a residential builder without a Homeowner Protection Office (“HPO”) Residential Builder Licence by offering and/or marketing for sale the New Home between the dates of, on or before, August 24, 2011, and November 4, 2011.

Stonewater Ventures (NO210) Ltd., Roger Huitema and Julie Huitema

Stonewater Ventures (NO210) Ltd. (“SVL”), Roger Huitema (“R. Huitema”), and Julie Huitema (“J. Huitema”) (R. Huitema and J. Huitema together “the Huitemas”), contrary to section 22(1) of the Homeowner Protection Act (the “Act”), built or caused to have built a new home in Chilliwack, BC (the “New Home”), during the period of, or about, April 7, 2020, and January 6, 2021, without the New Home being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.

Stregger Construction Inc., Jeremy Christopher William Stregger and Mary Nadine Stregger

Stregger Construction Inc. (“SCI”), Jeremy Christopher William Stregger (“J. Stregger”), and Mary Nadine Stregger (“M. Stregger”), contrary to section 14(1) of the Act, conducted the business of a residential builder without being a Homeowner Protection Office (“HPO”) Licensed Residential Builder (“LRB”) between the dates of, or about, May 13, 2013, and May 13, 2014, and contrary to section 22(1) of the Act, constructed or caused to have constructed a new home in Fort St. John, B.C.

Stregger Construction Inc., Jeremy Christopher William Stregger, and Mary Nadine Stregger

On February 14, 2017, pursuant to s. 28.3(1)(b) of the Homeowner Protection Act (the “Act”), Stregger Construction Inc. (“SCI”), Jeremy Christopher William Stregger (“J. Stregger”), and Mary Nadine Stregger (“M. Stregger”), jointly and severally, were issued a monetary penalty in a daily amount of $202, to a maximum of $6,050, for each day that passes until the demands contained in Compliance Order 16-0002 have been satisfied.

Subros Homes Ltd.

Subros Homes Ltd. (“SHL”), Yang Su (“Y. Su”) and Bilan Su (“B. Su”), contrary to section 14(1) of the Homeowner Protection Act (the “Act”), conducted the business of a residential builder without a valid BC Housing (“BCH”) Residential Builder Licence between the period of, or about, June 30, 2018, and February 10, 2020, regarding two new homes in Vancouver and two new homes in Coquitlam, BC (collectively, the “New Homes”). On February 10, 2020, BCH issued Compliance Order 20-0008 to SHL, Y.

Sukhbir Singh Brar

Sukhbir Singh Brar (“Brar”), contrary to section 20(1) of the Homeowner Protection Act (the “Act”) and section 4.1(2)(f) of the Homeowner Protection Act Regulation (the “Regulations”), regarding a new home in Mission, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, failed to engage in, arrange for or manage all or substantially all of the construction of the New Home. On August 23, 2016, BC Housing (“BCH”) cancelled the OBA that had been issued to Brar for the New Home.

Sukhjinder Kaur Manhas Pagely and Amardeep Singh Manhas

Sukhjinder Kaur Manhas Pagely (“Pagely”) and Amardeep Singh Manhas(“Manhas”), contrary to section 21(2)(a) of the Homeowner Protection Act (the “Act”), regarding a new home in Surrey, B.C., (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, sold the New Home on, or around, May 31, 2012, without providing a Disclosure Notice for the New Home to the purchasers of the New Home.

Sukhpal Singh Sran

Sukhpal Singh Sran (“Sran”), contrary to sections 20.1(1)(b) and 21(2)(a) of the Homeowner Protection Act (the “Act”), regarding a new home in Surrey, B.C. (the “New Home”), for which an Owner Builder Authorization (“OBA”) had been issued, sold the New Home within the 12-month period after the New Home was built, and failed to provide the purchasers of the New Home with a disclosure notice in a form satisfactory to the Homeowner Protection Office (“HPO”) Registrar, stating among other facts, whether or not the New Home was covered by home warranty insurance.

Sunshine Coast Distillery Inc., Hongquan Lu and Shitao Lu

Sunshine Coast Distillery Inc. (“SCDI”), Hongquan Lu (“H. Lu”) and Shitao Lu (“S. Lu”), contrary to sections 14(1) and 22(1) of the Homeowner Protection Act (the “Act”), commenced construction on 25 new homes in Powell River, BC (collectively, the “New Homes”), sometime prior to, or about, March 2022 without being a BC Housing (“BCH”) Licensed Residential Builder (“LRB”) and without each of the New Homes being registered for coverage by home warranty insurance (“HWI”) provided by a warranty provider.
